Area Manager, Safety
Third Coast is an offshore focused midstream company headquartered in Houston, Texas. Our operations are primarily located along the Gulf Coast and deep-water producing regions in the Gulf of Mexico. We're seeking an Area Manager, Safety, based in Picayune, MS, or St. Bernard, LA, to office at company facility in either area. Safety Manager will support the EHSR (Environmental Health, Safety, and Regulatory) Department in the implementation, operation, administration, and compliance of Third Coast Health and Safety Program. Serves as principal safety resource, expert, and representative for field operations in designated area.
Primary Responsibilities
- Provide safety leadership and positive safety culture within area of coverage.
- Manage OSHA safety programs, including other State & Federal safety requirements embedded in BSEE, PHMSA (DOI & DOT).
- Facilitate development and review of Job Plans and safe work permits.
- Interface with onsite contractors to ensure a clear understanding of job plans and applicable EHSR Standards and Procedures.
- Provide Audit / Inspection Support and finding resolution.
- Lead incident investigations and AARs in respective Area.
- Support Incident Response/Cleanup and Reporting as well as communication of Best Practices and Lessons Learned.
- Conduct Specialized EHSR Training.
- Identify the need for new H&S tools, processes, policies, and training as well as recommend improvements for existing tools, processes, policies and training.
- Develop monthly field and corporate safety meetings and present.
- Provide support to local Operator Safety Representatives (OSRs).
- Interact with all levels of employees and management within the company; local, state, and federal regulatory agencies; and consultants with self-confidence, poise, and professionalism.
- Support the development, maintenance and management of Third Coast health and safety programs, initiatives and training.
- Assist in administering the health and safety compliance programs, procedures, and policies associated with federal, state, and local regulations and acts as a liaison with company management, operating personnel, and external legal and regulatory personnel and agencies.
- Fully understand and clearly communicate requirements for Third Coast EHSR Standards and Procedures.
- Support Department initiatives and assist as necessary.
- Other duties as assigned.
Working Conditions
- Works in both office and field settings.
- When in field setting, may be exposed to a variety of conditions including weather extremes, confined spaces, and loud noises with physical activities such as standing or sitting for long hours, reaching, climbing, squatting, crawling, balancing.
- When in office must be able to sit and work at a computer keyboard for extended periods of time.
- Ability to lift and move up to 50 pounds occasionally.
- Physical activities of this position include climbing, balancing, stooping, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, repetitive motion.
- The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes
- Travel requirement is estimated at 50% and with some overnight stays. Must be able to travel overnight on short notice if needed.
- Ability to travel offshore by helicopter and boat and may require some overnight stays.
- Ability to respond 24/7 by phone, email or travel for any emergencies.
Education and Qualifications
- High School Diploma required. Associate or bachelor’s degree a plus.
- Valid driver’s license.
- Minimum ten years of experience with health and safety programs in heavy industry, preferably in oil and gas.
- Experience in Offshore Health and Safety preferred. Experience in Offshore Environmental a plus but not required.
- Experience with incident and emergency response.
- Knowledge of PHMSA, PSM/RMP, BSEE, OSHA standards.
- Experience with State and Federal Agency regulators.
- Possess and maintain HUET, TWIC card, and any other required certifications.
- Strong public speaking and presentation skills; effectively develop and deliver presentations, facilitate and lead meetings.
- Strong leadership skills: able to persuade, coach, train, influence, and collaborate with others.
- Strong interpersonal and communication skills; able to clearly and concisely express concepts both in writing and verbally to all levels of the organization.
- Strong analytical, organizational and documentation skills.
